The British administration in Malaya established the Cooperative Development Department (Jabatan Kemajuan Kerjasama) in 1922 with the objectives to form, register and develop cooperative societies under the Co-operative Societies Enactment [FMS Cap 97 of 1922.

The office of the Registrar of the Cooperatives Societies and the headquarters of the Cooperative Development Department then was located in Taiping, and was subsequently moved to Kuala Lumpur in 1924.

The Malay name Jabatan Kemajuan Kerjasama was changed to Jabatan Pembangunan Koperasi (JPK) in the late 1970's, and the 1922 Enactment was abolished and replaced with the Cooperative Societies Act 1948 (revised 1983).

The Cooperative Societies Act 1993 (Act 502) was drafted to amalgamate all cooperative laws from all Malaysian states, and was enacted on January 22, 1994.

On January 1, 2008, the JPK was transformed into the Cooperatives Commission of Malaysia (SKM).

The initiative to upgrade the JPK to the SKM is aimed at creating a cooperative movement that is more authoritative, with more power and broader roles; more flexible and more efficient in making decisions; and having staff who are skillful in fund management, investment, strategic planning and financial management.

The enactment of the SKM Act will boost public participation in cooperative societies and fulfil the government's aspiration to encourage and develop Bumiputera participation in commerce and industry.

The SKM Act will promote a stable and balanced growth in the cooperative sector by empowering the SKM to protect the interests of cooperative members and ensuring a fair distribution of profits.
